Telwar is Old Elven for "First City." It is the named of the first city in the Eye, where the elves lived when the first arrived in the Eye.

It is also the name of the nation which the eladrin now call home. Although no one is quite sure where the original city of Telwar can be found, Lord Kaelani contends that the city expanded in size over the centuries to what is now the nation of Telwar.
Likewise, the word "Telwadir" is used to mean both the ancient race from which elves, eladrin and drow descend as well as the current citizens of the nation of Telwar.

The Nation of Telwar
The nation of Telwar was first called such after the war against the Bale ended. Although the swath of land along the northern coast had traditionally been elven lands, Lord Kaelani, leader of the High Elves, declared that the nation of Telwar would not longer tolerate intruders into their woods, and thus the borders were formed.
The exact population of Telwar is unknown, as is its military forces, its true government structure or much else about it. The eladrin of Telwar do not tolerate any non-elf intruders into their lands. Trespassers are generally warned, then confronted. If the confrontation does not end well, their bodies are deposited at the border where they entered.
People

Elves and eladrin are the only races welcome in Telwar. Bone Elves seem to be forbidden from its borders, although most are loathe to go near their bigoted Telwadir brethren anyway. Half-elves are a special case, with certain half-elves being welcomed while others are turned away. It does not seem that many drow wish to enter Telwar, but those few who do seem to be allowed entrance as well.
The elves and eladrin of Telwar have shown no interest in expansion, imperialism, diplomacy, commerce or any other interaction with their neighbors. They seem interested only in keeping to themselves and defending their nation. Lord Kaelani does speak with other nations, but only once in a great while. All other communications from Telwar are delivered by animal messengers or other magical means.
Government & Economy
The true government of Telwar is unknown. Lord Kaelani has spoken for the nation in the past. He has attended summits and diplomatic missions with an entourage, speaking in all ways as the authority of Telwar. Whether he is a ruler or a diplomat is unknown.
Military
The soldiers of Telwar have trained intensely each day for decades upon decades, and Telwar elves are considered to be the most elite soldiers on the continent. Many have training as rangers, druids and monks and the Telwar forces are bolstered by animals and magical creatures.
